The Circuit Clerk is responsible for managing the records of Circuit and District courts. Circuit court clerks receive lawsuits and court documents, record legal documents, provide legal documents and other legal materials, are present during trials, schedule juries, receive and disburse money, maintain the jury system, administer oaths, handle affidavits, and issue driver licenses, permits and non-driver identification cards.

TODD COUNTY, KENTUCKY COUNTY CLERK/RECORDER DATABASE

Duties of the County Clerk:

Records name changes, mechanics liens, powers of attorney, wills, corporations, tax liens, military discharges, trademarks, assignments, releases

Issues marriage licenses and processes divorces

Records births and deaths in the county

Files records pertaining to land, such as deeds and mortgages and utilizes an online platform to allow the public to search for these records

Organizes the county elections and voting locations

Acts as the county tax collector

Uses a database to list all delinquent taxes and allows users to pay online

Registers vehicles and boats in the county, transfers titles and issues tags

RECORDS SEARCH AND PUBLIC RECORDS REQUEST

The state of Kentucky provides a free database to search judicial court records. Records from all counties can be accessed. The name on the record or the case number is needed to make a search.

Land and deed records are available using the KLR database. KLR is an online platform that the public can use to search Kentucky land records using the name on the document, the parcel number, the book and page number, or the address of the property. There is a fee when downloading and printing records from the database.

All other records filed with the clerk’s office can be obtained by submitting a public records request form. The form is available for download on the clerk’s website. Once the form is completed it can be submitted in person, by mail, fax, or email. Once the request is received, the clerk’s office has 5 business days to respond to the request.
